NOTE: The following DRAFT shall be subject to collective SCIENTIFIC PEER REVIEW.

  • PRIORITY #1. THE FUNDAMENTALS OF TRANSPARENT SCIENTIFIC PEER REVIEW. The Collective Commons Scientific Peer Review Project Approvals Process of HEAL Alliance shall be conducted openly in three stages of scientific peer review: (A) Peer Review Stage-1. (B) Peer Review-Stage-2. (C) Peer Review Stage-3. The HEAL Alliance Collective Commons Scientific Peer Review process shall be 100% transparent and published on HEAL Alliance blockchain for subsequent public review.
  • HEAL Alliance is a global nonprofit commons for high impact in public health, with a focus on HIV cure and eradication in synergy with Cancer Immunotherapies.
  • All Peers are welcome to participate in the mission of HEAL Alliance and to participate and engage in the Process of Peer Review.
  • HEAL Alliance is collective, cooperative, 100% transparent, global and inclusive.
  • All data including transactions, use of funds, management, operational and cooperation data is published on HEAL Alliance blockchain.
  • Individual Peer privacy will be respected according to Privacy Policy.
  • Any qualified Scientist may attend Scientific Advisory Board Meetings, by introductory invitation of two Peers currently serving on SAB.
  • Meetings will be held online, four times per year, on the second Monday of each Quarter.
  • Any qualified Scientist may join the Scientific Advisory Board, by invitation of one Peer and by subsequent endorsement by three Peers.
  • Any qualified Principal Investigator (PI) or PI Team may apply for funding of projects across the HEAL Alliance Network. – see HEAL Alliance RfP
  • Any qualified Director and their respective Research and Development (R&D) Institution may apply for funding of an Immunotherapy Cure Center (ICC). – see HEAL Alliance RfP
  • Up to 50% of proceeds from HEAL Smart Impact Bond Series ABC is allocated to domestic spending in the HEAL Alliance sovereign member country
  • Up to 50% of proceeds from HEAL Smart Impact Bond Series ABC is allocated to spending in the HEAL Alliance Network of ICCs
  • Projects meeting HEAL Alliance criteria for opportunity, collaboration, cooperation, synergy, will be recommended to the SAB for approval voting process.
  • Systematic, virtual and collective management will be applied by HEAL Alliance to maximize the capability of the collective network of ICCs to achieve translational medicine, and more cures.
  • The HEAL Alliance Community Advisory Board will serve in an advisory capacity to assist HEAL Alliance to prioritize, with the Steering committee, what projects come to approval process.
  • Approval of Project funding will be by recommendation to a vote by the International Scientific Working Group Steering Committee Members and the Directors.
  • Final approvals of Projects will be voted on by all members of the SAB. One member, one vote. Voting is mandatory. Individual SAB votes will be on public record. Voting may be done online.
  • SAB members failing to vote more than once per year shall be temporarily barred from voting for one year thereafter. HEAL Alliance participation services are free of charge, and open.
  • SAB membership and SAB participation, including quarterly voting on funding of projects (4 times per year) will be credited toward individual participation and contribution score.
  • Individual participation and contribution scores shall be public record and shall be considered in determination of long-term participation in licensing revenues.
  • Project funding approvals shall require a 60% positive vote by SAB members.
  • No “free riders” are allowed to effect the PRINCIPLES. In principle, no uncommon or special or exceptional considerations allowed to compromise the commons.
  • Additional PRINCIPLES may be added by 60% consensus of the SAB members.
  • The specifics of PRINCIPLES may be amended by 60% consensus.
  • The basic PRINCIPLES remain, in principle, and may not be deleted.

Estimated Time Commitment Scenario: 1-2 hours/month for reading of review materials and participation in the process. Reward: (i) $500 per hour to HEAL Alliance approved R&D project of your choice in your name, plus (ii) HEAL Alliance individual Peer Review Participation Credits TBD.
